Background

Arrow first came to public attention in July 2000 when he scaled a U.S. Forest Service building in downtown Portland, Oregon and lived on a nine-inch ledge for eleven days, to protest the plan to log near Eagle Creek, Oregon. His protest played an important role in reversing the Forest Service's plans to log the area.{{cite news

Arson incidents

Arrow was sought by the FBI in connection with the April 15, 2001, arson at Ross Island Sand and Gravel in Portland. Three trucks were damaged in the amount of $200,000. The Earth Liberation Front (ELF) claimed this fire via a written communique. The U.S. Department of Justice says it considers ELF to be the worst domestic terrorism group.{{cite web|url=https://www.start.umd.edu/gtd/search/IncidentSummary.aspx?gtdid=200104150002|title=GTD ID:200104150002|work=Global Terrorism Database|accessdate=2021-10-20|archive-date=2021-10-20|archive-url=https://web.archive.org/web/20211020235253/https://www.start.umd.edu/gtd/search/IncidentSummary.aspx?gtdid=200104150002|url-status=live}}{{cite web|url=https://www.seattlepi.com/news/article/Two-men-indicted-in-ELF-arson-attack-1098827.php|title=Two men indicted in ELF arson attack|work=SeattlePi|date=19 October 2002|accessdate=2021-10-20|archive-date=2021-10-21|archive-url=https://web.archive.org/web/20211021001052/https://www.seattlepi.com/news/article/Two-men-indicted-in-ELF-arson-attack-1098827.php|url-status=live}}

Another arson occurred a month later at Ray Schoppert Logging Company in Eagle Creek, Oregon, on June 1, 2001. Two logging trucks and a front loader were damaged, resulting in $50,000 worth of damage. The ELF did not claim responsibility, but the explosions were similarly created by milk jugs filled with gasoline, and a fuse made from incense and a pack of matches.{{cite web|url=https://www.seattlepi.com/local/article/3-logging-trucks-torched-in-Oregon-near-where-1056283.php#:~:text=ESTACADA%2C%20Ore.,in%20the%20blaze%2C%20officials%20said.|title=3 logging trucks torched in Oregon near where timber sale was OK'd|work=SeattlePi|date=2 June 2001|accessdate=2021-10-20|archive-date=2021-10-21|archive-url=https://web.archive.org/web/20211021001056/https://www.seattlepi.com/local/article/3-logging-trucks-torched-in-Oregon-near-where-1056283.php#:~:text=ESTACADA%2C%20Ore.,in%20the%20blaze%2C%20officials%20said.|url-status=live}}{{cite web|url=http://edition.cnn.com/2001/TECH/science/06/01/logging.arson/|title=Trucks torched as tree cutting set to begin|work=CNN|accessdate=2021-10-20|archive-date=2021-10-21|archive-url=https://web.archive.org/web/20211021001051/http://edition.cnn.com/2001/TECH/science/06/01/logging.arson/|url-status=live}}{{cite web|url=https://www.start.umd.edu/gtd/search/IncidentSummary.aspx?gtdid=200106010002|title=GTD ID:200106010002|work=Global Terrorism Database|accessdate=2021-10-20|archive-date=2021-10-21|archive-url=https://web.archive.org/web/20211021001100/https://www.start.umd.edu/gtd/search/IncidentSummary.aspx?gtdid=200106010002|url-status=live}}
