To elaborate, I still feel like the articles are on the same essential topic based on my reading of the sources, and they probably could be covered in the same article. That said, you also make a good case for why they should be separate topics, and I don't believe in keeping articles out of mainspace over what's essentially a content disagreement, especially since you're more familiar with the topic than I am. It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
