::Wikipedia simply summaries what reliable sources state so you nor I or any of editor can say it was or was not ethnic cleansing. For a topic like this, the best sources will be scholarly publications such as books published by reputable publishers or peer-reviewed journals, being mindful of Wikipedia's WP:Neutral point of view policy so all significant views are represented. I see no reason to recreate the page, but it you want to try again and think you can add something not already covered in existing articles, then I suggest that you use WP:AFC and create a draft for others to inspect.
