I think some of the issues with consensus that you identified in the suicide discussion are interesting and I would suggest that in addition to Wikipedia:CONLEVEL, maybe another piece of guidance that could apply in situations where someone is attempting to get consensus with fewer participants in a subdivision might be Wikipedia:FORUMSHOP.
