Keep. Passes WP:PROF. Has published [http://scholar.google.com/scholar?q=author%3AAlexander%20Halavais&sa=N&tab=ps multiple research papers] that are widely cited, has authored/edited at least two known books, was present at [http://wikimania2006.wikimedia.org/wiki/Proceedings:AH1 Wikimania 06].
