Non-notable person. The article fails to mention that the "Women's Hall of Fame" in question is the San Diego County Women's Hall of Fame. (See [http://womensmuseumca.org/whof/aboutus.html]). The stated mission of this hall of fame is to highlight women of San Diego County. This seems too limited a scope of "fame" to make for a notable biography.
