Seems to lack notability per WP:AUTHOR and WP:GNG. GSearch and GBooks produce not a lot of information about the article subject. He seems to be an Urdu poet who wrote a poem that was later popularised by Ram Prasad Bismil but there really is not much coverage at all even in non-English sources, and mostly his name is just mentioned rather than discussed.
