This person is not notable as far as I can tell. There's a couple of awards which don't appear all that important, and nothing in the way of sources. I found nothing in GNews or the archives, and GBooks gives me only [http://books.google.com/books?id=OVL6oArUxSMC&pg=PA8&lpg=PA8&dq=%22David+Blumberg%22+clarinet&source=bl&ots=xEDx-IjwcV&sig=Ce8c35Dd_uFhbypcKOMFUrj0OL4&hl=en&sa=X&ei=b6lOUOLwC-jz0gH344DwBw&ved=0CCwQ6AEwAA#v=onepage&q=%22David%20Blumberg%22%20clarinet&f=false this], which isn't much more than nothing.
