WeakKeep. These two articles [https://www.odt.co.nz/sport/rugby/rugby-highlanders-newest-prop-has-big-past] [https://www.stuff.co.nz/manawatu-standard/sport/rugby-union/2368561/Te-Moana-is-back-with-the-Turbos] are definitely SIGCOV, these two [https://www.abc.net.au/news/2007-04-05/te-moana-to-make-reds-debut/2235338] [https://www.stuff.co.nz/sport/rugby/provincial/5096761/David-Te-Moana-in-injury-setback-for-Manawatu] are a bit more routine but do name him in their headlines, and there are a dozen or so more trivial mentions in things like match reports. It's not a ton of coverage, but just about enough to pass WP:SPORTBASIC in my view.
