Delete. The guy does seem to exist[http://news.google.com/archivesearch?&as_src=-newswire+-wire+-presswire+-PR+-press+-release+-wikipedia&q=%22Garreth+Westwood%22], but there is no evidence of significant coverage to demonstrate notability, under either WP:N or WP:BIO.
