Indications of notability (claims of nobility; title of Count palatine) cannot be verified. Lots of name dropping in this article, but no verifiability that this person is in any way related to those people. Request for references has gone unanswered. Delete Totally non-notable. I found exactly one Google news hit for this name, [http://www.antimafiaduemila.com/content/view/25208/78/]. It's in Italian and it seems to be an article about the Mafia, in which Ragona is referred to in passing as a "man of honor". There is also a scientist by this name, clearly someone else.
