This is an article about a doctor who was involved in the 2015 junior doctors contract dispute in England. The article currently has 53 references, including to reliable sources. However, my take on it is that Carter himself is not notable outside his involvement in the dispute, or possibly even in that context, as he is not mentioned in the article about the dispute itself. Some of the references are WP:MILL where Carter is quoted - [http://www.pulsetoday.co.uk/your-practice/practice-topics/education/applicants-for-medicine-down-4-on-previous-year/20033777.article this one] (current ref 6) for instance, which does not support the statement it follows, "Harrison was one of the key people involved in supporting junior doctor contract negotiations". He is not always mentioned in the references, such as [https://www.telegraph.co.uk/news/2017/05/06/patients-hospitals-should-tagged-homing-beacons-stop-lost-chaotic here] (current ref 45) and [https://www.itv.com/news/2016-05-26/whatsapp-leak-reveals-truth-of-doctors-pay-strategy-in-dispute here] (current ref 50).
