This subject is not the topic of substantial coverage in multiple reliable sources, and none of the activities or accomplishments described rises to WP:ANYBIO or WP:MILNG note; the military award seems not to confer automatic notability (see [http://indianarmy.nic.in/Site/FormTemplete/frmTempFiftyPara.aspx?MnId=VInuPY8zgo+SaYkYVuubhQ==&ParentID=dVl3DuN25/yiMSlP0bDeLA== the list of recipients]; few if any seem notable on that basis alone).
