Non-notable term used in a few history books. No clear agreed upon meaning (googling finds authors using it in the plain english sense to refer to the 1915 campaign and the proposed 1917 campaign, not the period the article talks about), and not apparently used except by those authors. Also the article is currently factually problematic, as many writers consider prize rules to be essentially in place in this period and certainly do not agree that submarines were "virtually ineffective". ::In fact might be only used in a single history book, the second source listed on the page finds no reference to the term in google books. Fangz (talk) 17:56, 12 April 2024 (UTC)

- delete, can't find any good sources using this name, just few passing mentions. Artem.G (talk) 19:15, 14 April 2024 (UTC)
- Delete If you can enumerate only a couple of books that use the term in isolation, it is not a suitable article topic. Compare to Unrestricted submarine warfare as an actual, solidly documented concept. --Elmidae (talk · contribs) 06:06, 19 April 2024 (UTC)
