This was a foundation that was bankrupted and forced to close by its involvement in the Madoff scandal. No evidence of notability prior to or any coverage that isn't about its closure. I don't see anything worth merging into the scandal that isn't already covered here or Participants_in_the_Madoff_investment_scandal#Norman_F._Levy here and no obvious re-direct target.
