A well-written piece, but I feel it fails WP:POLITICIAN. Monaghan is just a councillor. He was a candidate for the European Parliament, but his rank on the party list was so low that he had no chance of getting a seat (he was placed 4th, and only the top-ranked person gained a seat), and though he's a British parliamentary candidate previous election results suggests his party has no chance of getting anywhere near enough votes for him to win. As the guideline noted says, "Just being an elected local official, or an unelected candidate for political office, does not guarantee notability". Neither does Monaghan meet the provisions of Wikipedia:NOTABILITY, since he hasn't "received significant coverage in reliable sources that are independent of the subject".
