A relatively close call, but I think that peer recognition like this [http://www.nh.gov/nharts/artsandartists/poetshowcase2/poetlaureate59.html] and a significant award nomination by Marilyn Hacker is enough to create a presumption of notability that hasn't been refuted (if even dented).
