Simply being an ambassador for a country does not confer automatic notability - see WP:DIPLOMAT. As per WP:ANYBIO the individual requires significant coverage in multiple independent secondary sources. The first reference is merely a mention in passing which includes his name in a list of appointees. The secondary reference, is more substantial, but is mainly an interview with the individual, which is a primary source.
