Speedy Keep -- WP:GEOLAND which is an English Wikipedia notability guideline states that {{tq|populated, legally recognized places are typically presumed to be notable, even if their population is very low.}} Thousands of AfDs have been decided on the basis of this guideline and I am yet to come across a legally recognized place, that was deleted in contravention of this guideline.
