Can't find reliable, secondary sources on this junior surf athlete. Apparently a teen out of Washington state with the same name once took last place in a city swimming competition's 50m breaststroke [http://heraldnet.com/article/20050812/ETP26/391505769], but even if that's the same person, it's unlikely to be notable.
