"Importance or significance" for this biography of a living person has been asserted, so WP:A7 does not apply. References, such as they are, have been provided, so WP:BLPPROD avoided. Dr Ngabirano appears to be a well-known local activist about HIV/AIDS support and awareness. Unfortunately, there does not seem enough significant coverage in reliable sources that are independent of Dr Ngabirano and his work for there to be a Wikipedia article about him. - Delete It's impossible to even tell what this article is saying. I tried to set out to rewrite it in coherent style, but found conflicting or incomplete information. The article seems to say that he works at the Centers for Disease Control, or at Kings College Hospital. [http://www.tpoug.org/index.php?option=com_content&view=article&id=6&Itemid=14&limitstart=1 This] says he is a management person with a master's degree, working for an NGO company called TPO Uganda. The self-named author's userpage says he is a physician who graduated from Baylor and USF and does clinical trial studies in Kampala, Uganda. And I have no idea how to interpret [http://www.dontemployme.com/home/hr_employees.php?i=ODY0 this]. Unless we can find sources to make a coherent report about this individual, I think it has to be deleted. --MelanieN (talk) 21:19, 10 November 2012 (UTC)

If I am interpreting the log and the history correctly, it looks this article was deleted per A7 on 11/9/12 at 4:38, and was re-created half an hour later (11/9/12 at 4:59) by the subject himself, User:Ngabirano Emmanuel. The article was originally titled Ngabirano Emmanuel; Shirt58 moved it to Emmanuel Ngabirano. Also of note, the author appears to be using two usernames, User:Ngabirano Emmanuel and User:Emmanuel Ngabirano Nshema. I would guess this is not done maliciously and should be dealt with through education rather than sockblocking. --MelanieN (talk) 21:32, 10 November 2012 (UTC)
