Reading [https://blog.metromapper.org/2008/05/open-municipal-geodata-standard.html this blog post] this appears to be a small project with a website. Its creator wrote this article without citing any sources in 2009, and since then the project appears to have had no news coverage on which to base a Wikipedia article whatsoever.
