Ikpe Umoh Imeh, a former Deputy Speaker of the Eastern House of Assembly and Member of the House of Representatives of the First Republic”. The article should, however, be moved to Ikpe Umoh Imeh, removing the honorific ‘Ubong’ in line with Wikipedia:Manual of Style (biographies)#Honorific prefixes and Wikipedia:Naming conventions (royalty and nobility).
