I wanted to rescue this, but despite several weeks of research, I cannot find any evidence of notability. In all honesty, I haven't been able to find much to even verify the sole claim of notability: "Rishi ji was one of the most renowned freedom fighters of Bihar." Note: many of the books results are copies of the article. The rest of the article is mostly associations, but notability is not inherited and I cannot find an obvious merge target.
