I am inclined to think major GitS characters are likely to be encyclopedic. That means Major. Maybe Batou. Maaaybe Togusa. But others have been merged into List of Ghost in the Shell characters and Saito is the last one that seems to rather clearly fail WP:NFICTION/WP:GNG/WP:PLOT. I think this should be soft deleted, redirecting to that list. Not much can really be merged beyond what's there already, through a few sentences of fictional bio can be added I guess. Thoughts?
