This seems to me to be a case of a non-notable terrorist group per WP:GROUP (all the coverage is not all that significant nor show any WP:LASTING impact). Some of the articles I thought were going to be on this group were about the temporary rename of some militant metagroup in Syria.   • Keep, but not strongly. I can also see a case for a redirect to Noordin Mohammad Top because most coverage of the group appears principally to be of him. Reliable sources nonetheless tell us a fair bit about the group, and enough to get the article out of stub territory. [https://www.jstor.org/stable/26297431?seq=1#metadata_info_tab_contents This] links it to the 2009 Jakarta bombings. [https://www.hudson.org/content/researchattachments/attachment/1282/jones_smith_vol12.pdf This] source makes the same link and then has details about the end of the group in February 2010. There is also a BBC article with a fair bit of detail from the time of the group's formation: [http://news.bbc.co.uk/2/hi/asia-pacific/4661386.stm]. [http://futuredirections.org.au/wp-content/uploads/2011/05/1266991773-FDIStrategicAnalysisPaper-17February2010.pdf This] has details of the group's leadership after Top's death.   • Weak Keep. I would consider renaming this to Al-Qaeda in Malay Peninsula (per [https://books.google.co.il/books?id=D0-oz5GDeHsC&pg=PA38&lpg=PA38&dq=%22al-Qaeda+in+Malay+Peninsula%22&source=bl&ots=zLRluz9ArU&sig=ACfU3U3dyWlKR_20tGK_T0CyKW7d3dBkCA&hl=en&sa=X&ved=2ahUKEwiG4cLmx8XjAhVIDOwKHRvaAPgQ6AEwAnoECAQQAQ#v=onepage&q=%22al-Qaeda%20in%20Malay%20Peninsula%22&f=false]) as there are multiple "Tanzim Qaedat al-Jihad fi somewhere else" which are not related (beyond sharing militant Islamism).
