I believe Finney is not notable as a [http://www.google.co.in/search?q=victor+harold+finney&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-US:official&client=firefox-a Google search] reveals no verifiable third-party sources. Though the article is sourced, most of the sources seem to be biographies of Lloyd George, which makes me think that Finney was given a trivial mention (though I cannot be sure of this). ::Just because sources cannot be reached on Google does not mean they should be discounted. Also, your linked Google search includes the Hansard record of him taking the oath as an MP.
