I think this is a hoax. Can't find anything in The Times or Guardian archives. Nothing in Who's Who (except Sir Victor Johnson, 6th Baronet who is clearly different. Looking at birth records there is a Peter V. Johnson born in 1946 in Glamorganshire, but no-one of a similar name in 1945. Article is unreferenced.
