It was indeed a title applied to the subject, but it is based on one source [http://words.fromoldbooks.org/Wood-NuttallEncyclopaedia/s/super-grammaticam.html here], is based on [http://nq.oxfordjournals.org/content/s4-X/261/524-c.extract one event], and appears to be nothing but Carlyle being facetious. • Tribal sovereignty in the United States, perhaps? Don't feel confident enough to call it a vote, since that's more about a legal concept and the redirect suggests a geographic or political area.
