For several years, there has been a user contributing under several anonymous IP’s. [http://en.wikipedia.org/wiki/Wikipedia_talk:Requests_for_arbitration/Winter_Soldier/Workshop under several anonymous IP’s] While editing under those IP’s he was responsible for multiple edit wars across several articles, all related to the Vietnam War, and this behavior eventually became the subject of an [http://en.wikipedia.org/wiki/Wikipedia:Requests_for_arbitration/Winter_Soldier arbitration case]. The user was also engaged in repeated and gross violation of Copyright rules.
The Reason given for him not logging was simple, it was an “experiment”:
“My not logging in under my registered psuedonym - please don't let that be a distraction from the real issues here. Almost 2 years ago there was an argument that resulted in a challenge to me, which then resulted in a little experiment, which is presently ongoing. I beg you to humor me on this. On a Wikipedia that claims anyone (even the unregistered) may contribute, and prides itself on the content of articles, not the contributors of them, this should not be an issue. I will continue to remain not logged in, while reserving my logging in for voting and other procedural matters as required.”[http://en.wikipedia.org/wiki/Talk:Winter_Soldier_Investigation/Archive2]
I could provide much more anecdotal and circumstantial evidence on why I believe that the previously mentioned Anon, is User:Reddi, and is also the SPA User:Xenophrenic, but it all comes from off Wiki websites, which may reveal personal details about User:Reddi that may or may not be a violation of his privacy. If you feel this is not the case, I am more than willing to provide the information either here or via an email.
I think it would be safe to say this: any edit made by Xenophrenic/Reddi from 4/7 to 7/30 came from NYC, and anything after came from Florida.
Reddi, also has been involved in several disputes [http://en.wikipedia.org/w/index.php?title=Wikipedia:Community_sanction_noticeboard&oldid=122042337#Community_ban_or_lengthy_block_of_Reddi] and apparantly Reddi is under Rv parole [http://en.wikipedia.org/wiki/Wikipedia:Requests_for_arbitration/Reddi_2#Enforcement]. User:Reddi was banned by an arbcom decision from contentious editting on certain pages. User:Rotating magnetic field looks like a sockpuppet created to evade this. ScienceApologist 21:13, 15 June 2006 (UTC)

{{Declined}}. Requests related to Arbitration decisions are best directed to the Arbitration Committee, which has an ample supply of available checkusers and a better understanding of the subject matter. Essjay (Talk • Connect) 09:07, 17 June 2006 (UTC)

= 204.56.7.1 and Reddi =
Any chance of User:204.56.7.1 against User:Reddi? Reddi is arbcomm-limited, and 204 edits much like Reddi and is potentially skirting those restrictions. William M. Connolley 21:48, 29 March 2006 (UTC)
