This user has edited from various IP addresses over a span of at least 3 years, with a history of blocks and warnings that would surely have gotten a registered user indef'd long ago. While most of their edits are mildly constructive (at best), they have frequent problems with adding incorrect and unsourced info, POV pushing, name calling, and, most importantly, refusing to change or even acknowledge any problems despite many warnings.

Most recently (the last 1.5 years or so), they have been mainly confined to the first IP range listed. I would suggest a rangeblock on 2602:302:D1A2:C740:*

• Topics of interest center on casinos, highways, TV reporters, college football, and politics - especially on topics based around Nevada.
• Often makes an extended series of very small edits to one article, with no edit summaries.
• Many pointless edits such as insignificant changes to infoboxes, whitespace changes to template parameters, changing links to bypass redirects, etc.
• Makes requests at WP:FFU and WP:AFC/R to enlist other editors for tasks that he can't do as an IP.
• Blanks any comments on his talk page.
• Reports promotional usernames to WP:UAA
• Adding year ranges to headings (e.g. [https://en.wikipedia.org/w/index.php?title=Nevada_Wolf_Pack_football&diff=799529369&oldid=799523888])
• Adding people's political party affiliations (e.g. [https://en.wikipedia.org/w/index.php?title=Las_Vegas_Metropolitan_Police_Department&curid=1578776&diff=prev&oldid=755465334])
• Use of WP:CHECKLINKS

By refusing to register, he avoids the escalating consequences that would occur if everyone could see that all these edits were from the same person. I brought this to SPI instead of ANI because it seems better equipped to handle a case that could keep popping up for a long period of time (because I'm sure he'll be back eventually even if he's blocked). :::It's not against the rules to have a dynamic IP that changes frequently; this is the case for many internet users. It's also not required to register. If he was using a proxy or something to intentionally evade scrutiny, perhaps, but that's not the case.
