2. Knows that page is semi-protected, and so creates account [http://en.wikipedia.org/w/index.php?title=Special:Log&user=FranklinPBells diff], edits other pages, and then shows up after the account is 5 days old, to add the same promo spam as the other blocked socks.
3. For history see {{confirmed}} socking and subsequent block of the sockmaster by Checkuser Coren, [http://en.wikipedia.org/w/index.php?title=Special:Log&type=block&page=User:TRATTOOO "Checkuserblock: Massive sock farm"]
