Planning for a metro system began in the early 2000s, in the meantime the mostly elevated Xiamen BRT opened in 2008.
The initial phase of construction of the metro system was compiled as the Xiamen Urban Rail Transit Construction Plan (2011–2020) on 24 December 2010 and was approved by the National Development and Reform Commission on 11 May 2012.{{Cite news |date=2012-09-06 |title=China Approves 25 Urban Rail Projects to Boost Economy |language=en |work=news.xinhuanet.com |url=http://news.xinhuanet.com/english/china/2012-09/06/c_131831645.htm |access-date=24 January 2014 |archive-url=https://web.archive.org/web/20121125080557/http://news.xinhuanet.com/english/china/2012-09/06/c_131831645.htm |archive-date=25 November 2012}}{{Cite web |title=Xiamen Urban Rail Transit Project Approved by NDRC |url=http://www.whatsonxiamen.com/news25447.html |archive-url=https://web.archive.org/web/20140201225956/http://www.whatsonxiamen.com/news25447.html |archive-date=1 February 2014 |access-date=24 January 2014 |website=whatsonxiamen.com |language=en}} The construction started on 13 November 2013.{{Cite news |date=2013-11-13 |title=China's Xiamen Begins Subway Construction |language=en |work=news.xinhuanet.com |url=http://news.xinhuanet.com/english/china/2013-11/13/c_132885455.htm |archive-url=https://web.archive.org/web/20140219174009/http://news.xinhuanet.com/english/china/2013-11/13/c_132885455.htm |archive-date=19 February 2014}} Xiamen Urban Rail Transit Group was founded for the purpose of construction and operation.
