Electoral system

Councilors of regional and local council are elected by closed list proportional system with a number of seats depending on number of inhabitants in area. By law, municipalities with up to 3,000 inhabitants elect between 7 and 13 councilors, municipalities with between 3,000 and 10,000 councilors elect between 9 and 15 councilors, municipalities and cities with between 10,000 and 30,000 inhabitants elect between 13 and 19 councilors, cities with over 30,000 inhabitants elect between 19 and 35 councilors, while the City of Zagreb elects 51 councilors. Counties numbers between 31 and 51 councilors, regardless of population. The electoral threshold was set on 5%. The number of seats can differ from above mentioned because of special seats for national minorities that are given independently.{{Cite web|date=6 April 2001|title=Zakon o izboru članova predstavničkih tijela jedinica lokalne i područne (regionalne) samouprave|trans-title=Law on Election of Members of Representative Bodies of Local and Regional Self-Government Units|url=https://narodne-novine.nn.hr/clanci/sluzbeni/2001_04_33_570.html|access-date=30 January 2022|website=Narodne novine|language=hr}}{{Cite web|date=6 April 2001|title=Zakon o lokalnoj i područnoj (regionalnoj) samoupravi|trans-title=Law on Local and Regional Self-Government|url=https://narodne-novine.nn.hr/clanci/sluzbeni/2001_04_33_569.html|access-date=30 January 2022|website=Narodne novine|language=hr}} County prefects, city and municipal mayors were elected directly by voters for the first time.{{Cite web|date=24 October 2007|title=Zakon o izborima općinskih načelnika, gradonačelnika, župana i gradonačelnika Grada Zagreba|trans-title=Law on Elections of Municipal Mayors, Mayors, Prefects and Mayors of the City of Zagreb|url=https://narodne-novine.nn.hr/clanci/sluzbeni/2007_10_109_3178.html|access-date=30 January 2022|website=Narodne novine|language=hr}}{{Cite web|date=29 October 2008|title=Zakon o izmjenama i dopunama Zakona o izboru načelnika, gradonačelnika, župana i gradonačelnika Grada Zagreba|trans-title=Law on Amendments to the Law on the Election of the Mayor, Mayor, County Prefect and Mayor of the City of Zagreb|url=https://narodne-novine.nn.hr/clanci/sluzbeni/2008_10_125_3564.html|access-date=30 January 2022|website=Narodne novine|language=hr}}
