Michiel P. Hoogeveen (born 6 July 1989) is a Dutch politician of the right-wing conservative JA21 party. He started his career in the financial sector and as a freelance North Korea researcher. He became a member of Forum for Democracy (FVD) in 2016 and was elected to the States of South Holland three years later. He left the party in 2020 and subsequently joined JA21, which he represented in the European Parliament as part of the European Conservatives and Reformists (ECR) between April 2021 and July 2024.

Early life and education

Hoogeveen was born and raised in the South Holland city of Leiden. He attended the secondary school Bonaventura College and went to The Hague University of Applied Sciences, earning a Bachelor of Business Administration degree in 2011.{{Cite news |url = https://www.leidschdagblad.nl/cnt/dmf20210310_92975236 |url-access = subscription |access-date = 27 December 2021 |language = nl |website = Leidsch Dagblad |date = 10 March 2021 |title = Michiel Hoogeveen van JA21: 'Wij zijn het rechtse geluid' |trans-title = Michiel Hoogeveen of JA21: 'We are the voice from the right' |last = Molducci |first = Annalaura }} He then studied political science at Vrije Universiteit Amsterdam and graduated with a Master of Science degree in 2013 after completing his thesis about inter-Korean economic relations.{{Cite web |archive-url = https://web.archive.org/web/20201030072540/http://www.michielhoogeveen.com/about.html |archive-date = 30 October 2020 |website = Michiel Hoogeveen |title = About |url = http://www.michielhoogeveen.com/about.html |access-date = 28 December 2021 }}{{Cite news |url = https://www.nrc.nl/nieuws/2018/05/04/twistgesprek-3-a1601918 |url-access = subscription |language = nl |access-date = 27 December 2021 |website = NRC |title = Twistgesprek experts over de strategie van Kim Jong-un |trans-title = Conversation between disagreeing experts about Kim Jong-un's strategy |date = 4 May 2018 |last = De Jong |first = Steven }}

Early career

Hoogeveen has worked at several banks including KAS Bank and he served as an independent researcher of North Korea at the same time.{{Cite news |url = https://www.japantimes.co.jp/news/2018/02/20/asia-pacific/south-korea-announce-plan-joint-military-exercises-april/ |url-access = subscription |access-date = 27 December 2021 |date = 20 February 2018 |title = South Korea to announce plan for joint military exercises before April |website = The Japan Times }}{{Cite web |url = https://conferenceubbo.com |title = Workshops |access-date = 27 December 2021 |website = GHD Ubbo Emmius Historical Conference }} He traveled to the country three times between 2014 and 2017.{{Cite news |url = https://www.koreatimes.co.kr/www/nation/2022/09/103_336557.html |title = [INTERVIEW] 'North Korea won't use nuclear bombs' |access-date = 2 October 2022 |first = Dong-hwan |last = Ko |date = 22 September 2022 |website = The Korea Times }}

In a 2016 opinion piece, he called the policies of the West and the United Nations to stop North Korea's nuclear weapons program a failure, saying that the condemnations and sanctions following nuclear tests were not having any effect. He instead called for diplomatic talks with North Korea.{{Cite web |url = https://www.trouw.nl/nieuws/toenadering-zoeken-tot-noord-korea~b1d1c31c/ |website = Trouw |url-access = subscription |access-date = 27 December 2021 |language = nl |last = Hoogeveen |first = Michiel |title = Toenadering zoeken tot Noord-Korea |date = 13 January 2016 |trans-title = North Korean rapprochement }} A book by Hoogeveen called {{lang|nl|Het kluizenaarskoninkrijk: Over de opkomst en toekomst van Noord-Korea}} (The hermit kingdom: about the rise and future of North Korea) was published by Blue Tiger in 2018. He has told that the book was intended to stop the flood of disinformation, and he managed to paint a nuanced picture of North Korea "without glossing over Kim Jong-un's dictatorship" according to one review in Trends magazine.{{Cite web |url = https://trends.knack.be/economie/magazine/reisje-noord-korea/article-normal-1420305.html |website = Trends |language = nl |access-date = 27 December 2021 |date = 23 January 2019 |url-access = subscription |title = Reisje Noord-Korea |trans-title = Trip to North Korea |last = Urbain |first = Lawrence }} Hoogeveen has also served on the board of Pugwash Netherlands, an organization addressing weapons of mass destruction.

Politics

He joined the right-wing conservative Forum for Democracy (FVD) party in 2016 after having attended a speech by party leader Thierry Baudet. Hoogeveen participated in the March 2019 provincial elections as the party's ninth candidate in South Holland and was elected to the States of South Holland.{{Cite web |archive-url = https://web.archive.org/web/20210127204950/https://www.kiesraad.nl/adviezen-en-publicaties/proces-verbalen/2019/pvs-ps-uitslag/zuid-holland-2019/pv-uitslag-centraal-stembureau-provincie-zuid-holland-provinciale-statenverkiezing-2019 |url = https://www.kiesraad.nl/adviezen-en-publicaties/proces-verbalen/2019/pvs-ps-uitslag/zuid-holland-2019/pv-uitslag-centraal-stembureau-provincie-zuid-holland-provinciale-statenverkiezing-2019 |archive-date = 27 January 2021 |website = Kiesraad |language = nl |access-date = 27 December 2021 |page = 28 |format = PDF |title = Uitslag provincie Zuid-Holland provinciale statenverkiezing 2019 |date = 25 March 2019 |trans-title = Results of the 2019 provincial elections in the province of South Holland }} Two months later, he ran for Member of the European Parliament in the election as FVD's fifth candidate. He left his job as a risk consultant at KPMG to join the campaign. In 2019 Hoogeveen, told in an interview on Dutch withdrawal from the European Union, that thinking on a European level is undermining the Dutch identity.{{Cite news |url = https://www.leidschdagblad.nl/cnt/dmf20190516_9389340 |url-access = subscription |language = nl |website = Leidsch Dagblad |access-date = 27 December 2021 |date = 17 May 2019 |last = Glastra |first = Binnert Jan |title = Michiel Hoogeveen uit Leiden strijdt voor Forumzetels: 'Zonder de EU stellen we juist meer voor' |trans-title = Michiel Hoogeveen from Leiden fights for Forum for Democracy seats: 'We are more without the EU' }} He has since clarified his position, stating that he favoured reforming the EU and the Eurozone instead of an immediate withdrawal. He received 9,521 preference votes, but FVD's three seats were not sufficient for Hoogeveen to be elected.{{Cite web |url = https://www.kiesraad.nl/adviezen-en-publicaties/proces-verbalen/2019/pvs-ep-2019/pv-uitslag-csb-ep-2019/proces-verbaal-verkiezingsuitslag-europees-parlement-2019 |title = Uitslag Europees Parlementsverkiezing 2019 |date = 4 June 2019 |website = Kiesraad |language = nl |access-date = 28 December 2021 |pages = 22–23 |format = PDF }} After the election, Hoogeveen became a press officer and political adviser of MEPs Derk Jan Eppink, Rob Roos, and Rob Rooken.{{Cite news |website = The Parliament Magazine |url = https://www.theparliamentmagazine.eu/news/article/movers-and-shakers-16-april-2021 |last = Bartoloni |first = Mia |access-date = 27 December 2021 |title = Movers and Shakers |date = 16 April 2021 }}

A crisis broke out within the party in November 2020 after newspaper Het Parool had written that antisemitic, Nazi, and homophobic thoughts were being held and expressed by members of Forum for Democracy's youth wing.{{Cite news |url = https://www.parool.nl/nederland/nazifoto-s-geen-bezwaar-bij-de-jongeren-van-forum-voor-democratie~b634560c/ |website = Het Parool |language = nl |access-date = 31 May 2021 |date = 21 November 2020 |title = Nazifoto's geen bezwaar bij de jongeren van Forum voor Democratie |trans-title = Nazi pictures no problem at Forum for Democracy youth |last1 = Botje |first1 = Harm Ede |last2 = Cohen |first2 = Mischa |url-access = subscription }} An internal election was subsequently held to determine the future of Thierry Baudet. Hoogeveen called on members to vote him out. After Baudet had received support from a majority of the voters in December, Hoogeveen left the party. He decided to keep his seat, and he was joined by four more States of South Holland members of FVD.{{Cite news |url = https://www.leidschdagblad.nl/cnt/dmf20201205_72077680 |website = Leidsch Dagblad |language = nl |access-date = 27 December 2021 |url-access = subscription |date = 5 December 2020 |last = Straatsma |first = Erna |title = Groot deel Statenfractie Forum Zuid-Holland gaat zonder Thierry Baudet verder; twee leden blijven partijleider trouw |trans-title = Large part of FVD members of States of South Holland continue without Thierry Baudet; two members remain loyal to party leader }} He later joined the splinter party JA21 and kept his position as press officer and political adviser, as Eppink, Roos, and Rooken had all joined that party as well.

He was JA21's ninth candidate in the 2021 general election, but he was not elected to the House of Representatives due to the party winning three seats. Hoogeveen personally received 337 preference votes.{{Cite web |url = https://www.kiesraad.nl/adviezen-en-publicaties/proces-verbalen/2021/03/26/uitslag-tweede-kamerverkiezing-17-maart-2021 |format = PDF |title = Uitslag Tweede Kamerverkiezing 17 maart 2021 Proces-verbaal |trans-title = Results general election 17 March 2021 Report |pages = 151–152 |access-date = 27 December 2021 |date = 29 March 2021 |website = Kiesraad |language = nl }} Derk Jan Eppink had been the third candidate and was thus elected to the House, leaving a vacant seat in the European Parliament for Hoogeveen to fill.{{Cite news |url = https://www.noordhollandsdagblad.nl/cnt/dmf20210331_373267 |access-date = 27 December 2021 |language = nl |website = Noordhollands Dagblad |date = 31 March 2021 |title = Nieuwe Nederlandse gezichten in Europees Parlement |trans-title = New Dutch faces in European Parliament |agency = ANP }} He was installed on 15 April as part of the European Conservatives and Reformists political group and left the States of South Holland the following month. Hoogeveen became JA21's spokesperson for economic and monetary affairs, international trade, and gender equality, and he was on the following committees and delegations:{{Cite web |url = https://www.europarl.europa.eu/meps/en/218349/MICHIEL_HOOGEVEEN/history/9 |website = European Parliament |title = 9th parliamentary term |date = 9 April 2024 |access-date = 24 July 2024 }}

In 2022, during a period of high inflation, Hoogeveen blamed high government spending and monetary policy.{{Cite news |url = https://www.groene.nl/artikel/het-mysterie-van-de-stijgende-prijzen |website = De Groene Amsterdammer |language = nl |access-date = 21 May 2022 |last = Haegens |first = Koen |title = Het mysterie van de stijgende prijzen |trans-title = The mystery of increasing prices |date = 13 April 2022 }} He represented the European Parliament in negotiations over reforms of European Long Term Investment Funds, and he became shadow rapporteur on a proposal by the European Commission to introduce a digital euro. Hoogeveen opposed the latter, calling it "a solution looking for a problem". He said it could cause confusion, undermining trust in the financial system, and he raised concerns about a possible bank run.{{Cite news |url = https://www.euractiv.com/section/economy-jobs/news/eu-agrees-on-reform-of-long-term-investment-funds/ |website = Euractiv |access-date = 4 July 2023 |date = 21 October 2022 |title = EU agrees on reform of long-term investment funds |last = Allenbach-Ammann |first = János }}{{Cite news |url = https://www.euractiv.com/section/economy-jobs/news/european-parliament-sceptical-of-digital-euro/ |website = Euractiv |access-date = 14 September 2023 |date = 5 September 2023 |title = European Parliament sceptical of Digital Euro |last = Allenbach-Ammann |first = János }}{{Cite news |url = https://brusselsenieuwe.nl/michiel-hoogeveen-ja21-digitale-euro-mag-van-tafel/ |website = Brusselse Nieuwe |language = nl |access-date = 14 September 2023 |date = 20 July 2023 |last = Lacroix |first = Yves |title = Michiel Hoogeveen (JA21): 'Digitale euro mag van tafel' |trans-title = Michiel Hoogeveen (JA21): 'Digital euro proposal could be withdrawn' }} He was rapporteur on a regulation mandating that money transfers between European banks take no longer than ten seconds.{{Cite news |url = https://www.ad.nl/buitenland/de-ene-nederlander-kreeg-de-afgelopen-vijf-jaar-echt-iets-voor-elkaar-in-brussel-de-ander-helemaal-niks~a5be61fd/ |url-access = subscription |date = 4 June 2024 |last = Nijenhuis |first = Hans |access-date = 4 June 2024 |language = nl |website = Algemeen Dagblad |title = De ene Nederlander kreeg de afgelopen vijf jaar echt iets voor elkaar in Brussel, de ander helemaal niks |trans-title = Some Dutch MEPs had tangible achievements in the past five years, others did not }} Besides, Hoogeveen continued to criticize the West's approach towards North Korea; he said denuclearization of North Korea would not be achieved through directly demanding it. He instead proposed to normalize relations such that they would feel safe to lower their defenses.

Hoogeveen ran for re-election in June 2024 as JA21's lead candidate. The party's vote share of 0.65% was insufficient to secure a seat in the European Parliament, and Hoogeveen's term ended on 15 July 2024.

Personal life

While a Member of the European Parliament, Hoogeveen moved from Leiden to nearby Oegstgeest.{{Cite podcast |url = https://www.youtube.com/watch?v=zit_CEWxzpk |time = 1:20 and 26:51 |access-date = 28 July 2022 |language = nl |publisher = Holland Gold |via = YouTube |date = 28 June 2022 |first = Paul |last = Buitink |title = Michiel Hoogeveen (JA21) over hervormen van de euro |trans-title = Michiel Hoogeveen (JA21) about reforming the euro }}
