History
TRAIL started as a pilot project to digitize, preserve and make accessible a small collection of government agency technical reports, both as proof of concept and to work through technical and logistical issues. The University of Arizona submitted a proposal to Greater Western Library Alliance (GWLA) for a technical report digitization pilot and received funding in early 2006 to begin the project in collaboration with CRL.{{cite web |first=Daureen |last=Nesdill |title=How the Agility of Librarians Led to the Development of TRAIL |publisher=University of Utah |url=https://www.crl.edu/sites/default/files/d6/attachments/pages/SLAContributedPaper-Nesdill-2012.pdf |access-date=September 5, 2022 |archive-url=https://web.archive.org/web/20220124041611/https://www.crl.edu/sites/default/files/d6/attachments/pages/SLAContributedPaper-Nesdill-2012.pdf |archive-date=January 24, 2022}} Led by Maliaca Oxnam of the University of Arizona, the GWLA/CRL Federal Technical Reports Task Force created the appropriate metadata schema, established a pilot search interface at the University of Hawaii and scanned the first complete series, the Monograph Series of the National Bureau of Standards."Providing OA to pre-1975 govt tech reports", Open Access News. http://www.earlham.edu/~peters/fos/2006/12/providing-oa-to-pre-1975-govt-tech.html{{cite journal |last1=Nesdill |first1=Daureen |last2=Sare |first2=Laura |last3=Trussell |first3=Alice |last4=Von Seggern |first4=Marilyn |date=2016 |title=Ten Years of TRAIL |journal=DTTP |volume=44 |issue=2 |pages=14–18 |doi=10.5860/dttp.v44i2.6070 |doi-access=free }}
