See the footnote to that bit of policy "A politician who has received "significant press coverage" has been written about, in depth, independently in multiple news feature articles, by journalists". A one-line quote taken by a journalist so he can have something official to put in is not in depth, or even written about since the article is about another matter and he's just brought in for a quote.
