• Even though they are small, I would allow them under the exception to WP:SMALLCAT. Merging them to State funerals would be a partial duplicate of :Category:Funerals by person, and would remove them from the other hierarchies of Events/Historical events/Ceremonies by country and Death by country. • Keep: This is one of the non-diffusing categories in the series :Category:Women environmentalists by nationality where there are quite a few other categories with just one or two entries. All these categories do however tend to evolve over time, especially when there is concerted focus under WP:Women in Red on climate or environment. In any case, there is no need to "merge" as the individual mentioned is already included in :Category:Icelandic environmentalists.--Ipigott (talk) 07:14, 20 February 2023 (UTC)

• Keep as a useful category within an established hierarchy. There is often going to be a first article for which a category needs to be created, and it is not a problem to have a category with, for now, just one article, if it has parent categories and fits the existing pattern of categories.
