Kamala Harris, the 49th vice president of the United States, announced her 2024 campaign for president on July{{nbsp}}21, 2024. On that date, incumbent President Joe Biden withdrew his bid for reelection and immediately endorsed her as his successor. Harris's domestic platform was similar to Biden's on some issues. She supported national abortion protections, LGBT+ rights, stricter gun control, and legislation to address climate change. She also supported federal cannabis legalization, strengthening voting rights, strengthening the Affordable Care Act, and federal funding of housing. Harris departed from Biden on economic issues, proposing what has been described as a "populist" economic agenda. Harris advocated for limited government control of grocery and food prices, a cap on prescription drug costs, and expansion of the child tax credit.{{Cite news |last=Ward |first=Myah |last2=Cancryn |first2=Adam |last3=McGraw |first3=Meridith |date=August 16, 2024 |title=Harris breaks from 'Bidenomics' in North Carolina |url=https://www.politico.com/news/2024/08/16/kamala-harris-economic-policy-north-carolina-00174451 |url-status=live |archive-url=https://web.archive.org/web/20240822214005/https://www.politico.com/news/2024/08/16/kamala-harris-economic-policy-north-carolina-00174451 |archive-date=August 22, 2024 |access-date=August 19, 2024 |website=Politico}}{{Cite news |last=Stein |first=Jeff |last2=Abutaleb |first2=Yasmeen |last3=Diamond |first3=Dan |date=August 16, 2024 |title=Kamala Harris unveils populist policy agenda, with $6,000 credit for newborns |url=https://www.washingtonpost.com/business/2024/08/16/kamala-harris-2024-policy-child-tax-credit/ |url-access=subscription |url-status=live |archive-url=https://web.archive.org/web/20240817013422/https://www.washingtonpost.com/business/2024/08/16/kamala-harris-2024-policy-child-tax-credit/ |archive-date=August 17, 2024 |access-date=August 16, 2024 |newspaper=The Washington Post}} On immigration, Harris supported increasing the number of Border Patrol agents and reforming the immigration system. By October, less than three months after entering the race, Harris' campaign and affiliated committees had raised over $1 billion, not including money donated to allied super PACs. The total notably beat Trump's $853 million raised in concert with the RNC in all of 2024. The New York Times described Harris' fundraising haul as unique, stating that "no presidential candidate is believed to have ever raised so much so fast after entering a race". It also noted that the campaign had stopped trumpeting its totals to prevent contributors from becoming complacent, and remained concerned about "billionaire-funded Republican super PACs" impacting the race.{{Cite news |last1=Goldmacher |first1=Shane |last2=Haberman |first2=Maggie |date=October 9, 2024 |title=Kamala Harris Has Raised $1 Billion Since Entering 2024 Presidential Race |work=The New York Times |url=https://www.nytimes.com/2024/10/09/us/politics/harris-billion-dollar-fundraising.html |access-date=October 14, 2024 |issn=0362-4331}}

=Transition planning=
{{United States presidential transitions series}}
A presidential transition was contingently planned from Biden to Harris in accordance with the Presidential Transition Act of 2019 and the Electoral Count Reform and Presidential Transition Improvement Act of 2022 to occur in the event Harris was elected president. It would have been a "friendly takeover", in which the outgoing president and the incoming president are of the same political party. Since Harris lost the 2024 election to Republican presidential nominee Donald Trump, this transition never went into effect.
On August 19, 2024, Harris filed paperwork to begin planning for a potential presidential transition.{{Cite web |last=Dovere |first=Edward-Isaac |date=2024-08-19 |title=Kamala Harris begins standard planning for presidential transition |url=https://edition.cnn.com/2024/08/19/politics/president-transition-kamala-harris/index.html |access-date=2024-08-25 |website=CNN |language=en}} Harris's transition team was chaired by US Ambassador to ASEAN Yohannes Abraham as the director of day-to-day operations,{{Cite web |last=Gilchrist |first=Aaron |date=2024-08-23 |title=Harris transition team takes shape with a Biden official in key post |url=https://www.nbcnews.com/news/rcna168048 |access-date=2024-08-25 |website=NBC News |language=en}}{{Cite web |last=Bravender |first=Robin |date=August 22, 2024 |title=Harris' transition team takes shape |url=https://www.eenews.net/articles/harris-transition-team-takes-shape/ |access-date=August 25, 2024 |website=E&E News |language=en-US}} who also chaired the presidential transition of Joe Biden in 2020 and was a former staffer in the Obama White House. Harris is seen as more sympathetic to Palestinians than Biden, who has described himself as a Zionist and has a long history with Israeli leaders. Meanwhile, Trump's campaign criticized the endorsement, arguing that it reflected the Democratic Party's alignment with "wealthy elites".{{cite news |title=Taylor Swift endorses Kamala Harris for president |date=September 11, 2024 |url=https://www.dw.com/en/taylor-swift-endorses-kamala-harris-for-president/a-70184935 |website=Deutsche Welle |access-date=September 11, 2024 |archive-date=September 11, 2024 |archive-url=https://web.archive.org/web/20240911033641/https://www.dw.com/en/taylor-swift-endorses-kamala-harris-for-president/a-70184935 |url-status=live }} That same month, Billie Eilish and her brother Finneas O'Connell also endorsed Harris for president.{{cite magazine |last1=Jones |first1=CT |title=Billie Eilish, Finneas Endorse Harris-Walz: 'Vote Like Your Life Depends on It' |url=https://www.rollingstone.com/music/music-news/billie-eilish-finneas-harris-walz-endorsement-1235104330/ |magazine=Rolling Stone |access-date=17 September 2024 |archive-url=https://web.archive.org/web/20240917181522/https://www.rollingstone.com/music/music-news/billie-eilish-finneas-harris-walz-endorsement-1235104330/ |archive-date=17 September 2024 |quote=Billie Eilish and Finneas have endorsed Kamala Harris and Tim Walz for the 2024 presidential election. |url-status=live}} On October 3, 2024, Bruce Springsteen formally endorsed Harris for president describing the election as "one of the most consequential elections in our nation’s history" and calling Trump "the most dangerous candidate for president in my lifetime".{{Cite news|url=https://www.theguardian.com/music/2024/oct/04/bruce-springsteen-endorses-kamala-harris-for-president-while-criticising-dangerous-trump|title=Bruce Springsteen endorses Kamala Harris for president while criticising 'dangerous' Trump|first=Dee|last=Jefferson|date=October 4, 2024|newspaper=The Guardian}}

From August 2024 until the election, Harris generally held a narrow lead in the national popular vote while being statistically tied in the various swing states.{{Cite web |title=Harris vs. Trump polls – The Hill and DDHQ |url=https://elections2024.thehill.com/national/harris-trump-general/ |access-date=August 2, 2024 |website=The Hill |archive-date=August 1, 2024 |archive-url=https://web.archive.org/web/20240801210530/https://elections2024.thehill.com/national/harris-trump-general/ |url-status=live }} In addition, her favorability ratings significantly increased among Democrats and independents in polling following her campaign launch. An August poll by the Council on American-Islamic Relations of Muslim-Americans showed that support for Harris (29.4%) was nearly tied with Green Party nominee Jill Stein (29.1%). Harris still received nearly four times the support as Biden had in a prior poll (7.3%).{{cite web |date=August 30, 2024 |title=Muslim voters flock to Kamala Harris after Biden's exit, poll finds |url=https://www.jpost.com/american-politics/article-817109 |access-date=September 14, 2024 |website=The Jerusalem Post |archive-date=September 13, 2024 |archive-url=https://web.archive.org/web/20240913050156/https://www.jpost.com/american-politics/article-817109 |url-status=live }}
Nationally, Harris ran consistently behind Clinton and Biden, faring similarly in swing states.
